In that second link, that means we have to compete in one of these tournaments in order to go to Evo? Is that how it goes?

Nah. If you do well in one of those tournaments you secure a seed in a higher bracket.

Meaning that you have less of a chance of getting outted by randoms, and a higher chance of running into the bigger names first, is my understanding.
